Aave crypto lending proposal would let emergency tools freeze markets - but not unfreeze them

What happened

The proposal would grant bounded emergency roles now, but the current Risk Steward release cannot invoke their one-way safety calls. Aave DAO voters are deciding whether to delegate limited V4 risk controls on Ethereum and Avalanche to Risk Stewards, tools that let approved.
