Cardano governance hits a wall as treasury reaches 91% cap

What happened

Thirty enacted withdrawals have used 457.4 million ADA of the 500 million allowance, which incoming funds and refunds do not replenish. Cardano has 42.6 million ADA left under its current treasury withdrawal allowance, even though the treasury itself holds about 1.38 billion.
